Security Tool has taken over my laptop

Today while innocently browsing the internet Security Tool popped up telling me that my PC was infected with a malicious program which was compromising my privacy, and to download Security Tool (which I did not do) since then I cannot do ANYTHING on my PC, I tried restarting it but now all I have is a blue screen (my desktop background and icons have dissappeared) and a big Security Tool screen telling me that 24 infections have been found!!

I have AVG, and a couple of other spyware/malware things but they seem to have dissappeared too, and I can't really do anything. I am using another PC to contact you and am basic on computers (like a toddler) so any help would be very much appreciated.
