Comp is seriously messed. wont boot windows and others

Im fixing a laptop that someone tried installing windows 7 but i think deleted some important files.. well he tried reinstalling it 4 times and non of them boot. He has 4 different paritions with windows 7 on it and all of them get to the startup screen then just restart..

I tried booting from CD (ubuntu) but it doesnt even start from CD for some reason..

any one know whats going on?
