Can't download any programs

I'm having downloading issues. I've tried downloading AVG several times (which i used to have on my system but don't any more) and i've tried to download Picassa and neither one will work. It starts out like it's going to download. I can follow all the steps and it does the % countdown for downloading and once it reaches 100% nothing happens. The files are no where to be found and I have no way to access them. It's so weird. I've even tried saving my downloads rather than running them and they never appear where I saved them to.

Anyone have any suggestions??
