usb to serial driver conflict?

I have been trying to use a usb to serial for my weather station, I have searched and read everything I can find and tried to no avail to get this problem resolved.
I have installed PL2303 Prolific Driverinstaller v110 and get "this device cannot start (code 10)

I have uninstalled USB controllers in device manager and restarted and that has not worked.

My system is: Gateway SX2802, Intel Core 2 quad, 64 bit Windows 7, Integrated Intel GMA X4500 graphics, Intel audio

If anyone has suggestion to help me it would be much appreciated.

Does anyone have any suggestions for a fix for this issue? Is there additional information I need to add?
