IE will not browse cpu usage 100%

I have a Compaq Presario with windows vista
internet explorer will not browse just stays as a blank window, when I open task manager it shows cpu usage 100% if i close explorer cpu usage is 0 to 4%
I used internet explorer ( no add-ons )and can browse cpu usage is 47 to 100%
is this normal?

I downloaded firefox and had the same problem slow to open websites, cpu usage at or near 100%. I noticed that 2 processes seem to be slowing me down update.exe and appscv.exe
seems like my Norton antivirus may be the problem, I uninstalled Norton and the cpu usage now is 15 to 35% and the system works much better
I'll download a new antivirus and try it

Make sure to use Norton Removal Tool: http://service1.syma...005033108162039 because surely you have some leftovers.
