Problems: Possible Rootkit, can`t download anything.

My family computer has been acting up recently, I personally am okay with computers but by no measures fully competent. I guess I should start from the beginning. System is windows XP, currently blocked from downloading anything.


About 5-6 days ago my computer began to act up. It all started with internet explorer. IE would instantly crash upon startup, and if it did work it would crash 5 minutes in. Me being worried of a virus decided to do a virus scan. Thats when i realized that my virus scan was gone (Avira). I was able to re-download it and started to run a virus scan. I left and when I came back my step-dad had pulled the plug on the computer (he decided that was the best thing to do because it was not working). I tried to restart my computer but it came up with a message saying that:
"it needed to be booted in safe mode because something had been installed wrong (something like that)".

I attempted to boot in safe mode and got a question mark. I didn't know what was wrong so the computer went off to the computer fixer man. He didn't know what was wrong so he decided to save all personal files and wipe the computer and reinstall XP. So ends part 1 of problems.

Computer comes back and I re-download all of my virus and malware software (Avira, Ad-Aware, and spybot S&D) Now i come home and there is another problem. Every time a person goes on a website in IE the page is blocked out with a message in general saying:

"Microsoft says this site is bad, it has been blocked. Buy MS approved software here!!"

Sigh, here we go again. So i start scanning for spyware and virus and spybot says it gets a couple of Trojans and stuff (YAY! I believed i had saved my computer!)So I come back today and the same problem exists (BOOO!). I set all of my detection settings to high and set IE's security blocker to high and go searching for help (YAY for you!). Now whenever IE goes to a site it it just says HTTP blocked. I read your handy guide for removing Malware and attempted to download the suggested program. Now i get a new fun message:

"Due to your security settings you cant download this program"

So i went into IE to try and turn down the security setting and it wont let me. This is where i am now stuck. I believe that the computer has some sort of rootkit and I have no idea what to do. Any help is hugely appreciated.
