After using norton utilities and clicking defrag your registry i restarted my computer and i went to the login screen log'd in it goes to the menu screen for a second their are no icons and it logs right back out ive tried windows safe mode and using the administator but nothing seames to work what is wrong :)

when you can't even boot into safe mode you will have to repair xp...
for the how to repair your operating system guides...
go here...

if you don't have a xp cd you will have to borrow one from a friend or coworker...
it has to be the same flavor of xp you have installed...IE: if you have xp pro...the one you borrow has to be xp pro

when i put it in it says windows did not start successfully and then shows some options

You need to boot to the CD in order to follow the directions. To do that turn on your computer rapidly press F12 and then select the CD option. Also make sure you are pressing any key to continue.
