How can I improve the signal of a router so that my external usb adapter can pick it up easier? For example my adapter currently picks up the city's wifi but only on one or two bars is there a good antenna or booster that someone can recommend to improve it to 4 or 5 bars?

Realistically USB wireless adaptors are crap. You will do far better with an internal wireless card.
By the way, whatever you do yourself will not boost the strength of the public Wi-Fi. The issue is your adaptor, not the wi-fi signal.
