Latency issues with MMORPG games

I recently reinstalled Windows XP on my Alienware laptop and upgraded to 2G hoping that it would resolve some latency issues with Maplestory (a MMORPG) to no avail. I've run defrag programs, shut down all unnecessary processes, updated vid card drivers, redownloaded and reinstalled the game itself to no avail. Is there anything else I could do? Or would installing a new video graphics card do the trick?
