Can't create Desktop shortcuts

Note: I've already followed & finished the Malware & Spyware Cleaning guide. This has not gotten rid of my problem.

I've had this problem since my mom's boyfriend re-installed Windows XP into this computer. I cannot make program shortcuts. When I right-click a program, a drop down menu should be showing up with different options, one of them being "create shortcut". This doesn't happen on my computer, on any of the accounts. The only way I can get shortcuts is if I install/reinstall programs, where that option is available. I don't know how to fix this, & I'm pretty sick of all the registry errors with this computer. I can't even put up a desktop wallpaper because of all the errors. Can anyone help?
