How to open a .BUD file

How do I open a .BUD file? I had the hard drive of an old laptop copied and have been trying to open BUD files {back ups in Norton Systemworks} but can't find a program that will open them. They are mostly deleted ICQ chat files and deleted emails as well as a lot of jpegs. I hope one of you experts can help with this. I had the drive of the laptop copied, which was running WIN98 and am working with a new HP P-9400 vista machine to do the files.
