can't get windows update nor get my computer to shutdown

The only way I can get my computer to shut down is through the command prompt. When I do that, the Windows Update says installing 1 update of 1 (it displayed that same message for two hours until I finally did a forced shutdown.) I've tried to do a system restore back to a month ago when I had no problems and it gets hung up shutting down and stayed in the shutdown mode for over two hours.
Any suggestions? I'm on Windows XP.
And help would really be appreciated!
