STOPzilla reinstallation issues

I just installed a fresh copy of Windows 7 onto my home computer and I am trying to reinstall STOPzilla but when I try to initiate the installation it gives me a message with the following-
"There is 1 other user logged on to the computer. You must switch to and log off this user before you can continue"
I have tried restarting the machine but got the same message. Any ideas on how to get past this?

StopZilla is considered as rogue program and it shouldn't be used.
