Graphic card issue?

Hey yall i beleive i have a problem with my graphics card but not to sure if it is or not... Its a Dell Prescion 350 with windows xp pro 2000 and a nvidia 6800 graphics card installed in it. When i load windows it has like green spots all over it and when im on the internet and scroll down the page it like freezes or lags i guess you could say. Any advice is greatly appreciated!
