Usb device not recognized

I have been running Windows 7 32 bit, and recently installed 64 bit. My main 2 printers, an Epson 595 and a Samsung Laser work fine. I want to install my Epson 1400. I have the upgraded driver software from Epson for the 1400, but every time I try to install the printer, I get a message " USB device not recognized " etc. I have tried almost everything : removing device, re-connecting device etc etc. Same message "USB device malfunctioned or not recognized" can someone give me some help on this subject?

Plug these things into the USB ports on the back of the machine, if it's a desktop. Front USB devices tend not to carry enough current for some devices to be recognised.
