CPU Usage Hovers @ 60% with now obvious indication in task manager

I'm seeing super high CPU Usage ever since I've upgraded to Windows 7 Ultimate (about a month ago). I open up the task manager and see:

System Idle - hovers around 70% (which I assume is normal for idle)
System - 30-40%
Then single digits through the rest of the list.

Specs -
Intel DUO E7400 @ 2.8
6 GB RAM
64bit Windows 7

How do I go about diagnosing this issue?

That worked great...actually after I removed the temp files and restarted, it came down. Thanks!
