I ruled out the following:
1) The mouse itself. I plugged it into my laptop and it worked swimmingly.
2) The power settings. I unchecked the box for ALL items in the Device Manager that were USB-related for "turn off automatically to conserve power."
I also tried to change the IRQ settings in the device manager, but the option to manually set IRQ stuff is grayed out.
I tried to set it in the BIOS, but I couldn't find any options to change ANY IRQ settings in the BIOS.
So I'm officially out of ideas.
