I have a computer with only 16 bit and 32 bit color. I need to play StarCraft and it needs 256 colors. I tried the compatibility tab and it still doesn't work. Can I download any new software or buy a new video card with 256 colors to 32 bit? Any help would be appreciated.

All video cards support all colour ranges from 256 colours to 32-bit and higher.
Your issue is more likely caused because you have an old pre-patch version that dates from before the days of Windows XP.

Great! Now, which patch do you reccommend I download? All of them?

Can I download more valid modes for my ATI Radeo Xpress 1150 video card? It doesn't have 640 x 480 screen resolution with 256 color mode.

Yes it does have 640x480. A card that cannot do 640x480 is realistically totally screwed as it's the lowest common setting going. Likewise all cards can do 256 colour.
It's more probable XP complains like there's no tomorrow if you try to do anything in 640x480 mode, as it's not a supported resolution any longer.
