Can't even get to step one--Any Dos removal tools?

I've read through the Malware and Spyware cleaning guide, but I can't get to step 1. When I try to run any exe the download begins and then I get a "File Download/ Security Warning" box where I can choose run/save/cancel but run brings up another "File Download/ Security Warning" box.
