XP will not boot, no safe mode

This is an HP laptop, about 3 years old. Runs XP professional. The laptop has been very slow for at least 6 months.
The other day, took the laptop to a meeting (no internet access), it worked fine. When it was time to leave the machine was shut down. It would not turn off so it was shut off using the power button. Now when you turn it on, it goes to a black screen with a blinking cursor.
One time it allowed me into the HP windows recovery.
I want to at the very least recover the data, and optimally restore the laptop's function.

Can you help?

Slave hard drive in another computer, and see, if it's accessible.

In case of a laptop, it may be easier to buy USB hard drive enclosure and put laptop's drive there.
