New build, Asrock A790GMH/128M MB in cooler master elite 335 case (used 400watt ps from previous computer).4gigs 800 mhz corsair ddr2, phenom x3 8750 cpu. Mb in case with ram and cpu installed, mouse and keyboard installed, no drives installed, when I powerup it produces only a slight movement of the cpu and case fans and thats it. Please help.

According to your description you may have a short. Possibly a standoff in the wrong place or a screw not tightened down completely.
Also make sure you have both your 20+4 and your 4 point connection connected on your motherboard.
Some boards will not start without both.

thanks for your help, I installed a new antec 650 watt ps and new everything is working fine.
