new build initial boot failed

Check out one of the guides here- its very helpful for new builds. If you're still having trouble, post back what happened at each troubleshooting step so a tech can help you better and understand what has been done to the PC before advising.

According to your description you may have a short. Possibly a standoff in the wrong place or a screw not tightened down completely.
Also make sure you have both your 20+4 and your 4 point connection connected on your motherboard.
Some boards will not start without both.

thanks for your help, I installed a new antec 650 watt ps and new everything is working fine.
