0xc0000022 error... most applications fail

Hi guys... to cut it short:

I am getting 0xc0000022 upon startup for the "taskswitch" thingy. Mozilla, WMP, Sophos, and probably a few other things won't open.
I've heard it is to do with security settings and permissions... could someone elaborate on this? Or just tell me what the problem is and how to solve it should it not be a permissions problem. I've tried the CACLS commands in the prompt, but not in safe mode... would this help?
