Have you recently installed any new device drivers or an application which installs it's own drivers such as an Internet Security package or CD-writing software? Sometimes these can conflict with an existing driver.

Disabling a newly installed AV/Firewall package to test if it's causing the error is not sufficient as it's drivers will still be loaded in to memory. You have to uninstall it completely to check if it's to blame.

You may have to start Windows in Safe Mode to accomplish this if the error is preventing Windows from starting normally. If Windows does start in Safe Mode without any errors or BSODS, that in itself is a good pointer to the problem being a third-party driver conflicting with partmgr.sys, as third-party drivers are not loaded in safe mode.
