RPC Server Unavailable

I was getting live support from guys at Trend Micro to get system to boot without BSOD. They suggested that I insert HP OEM Install Disk while in Safe Mode and enter command ‘sfc /scannow’ for System File Checker and I got the following message:

Windows File Protection could not initiate a scan of protected system files. The specific error code is 0x000006ba [The RPC Server is unavailable]

I need help to try to gain access to the RPC Server. PLEASE
