CPU power usage 100% Fan noise level > 90%

Friends,
I have a desktop with the following configuration

AMD Phenom 9600 Quad Core 2.35GHz
4GB RAM
Win XP v2002 SP3

Off late, even in idle state, my CPU fan is making lot of noise. Using the iCool tool I could notice that the CPU Power Usage was 100% and Fan noise levels are > 90%

My actual CPU utilization is at 2%, and commit charge is around 897M/5210M

Please help optimize my computer and run at a lower power usage and less noise
