LoginUI.exe won't start. COMCTL32.dll in quarantine.

When I was using my laptop, with Windows 7, I got a warning from ThreatFire (Developed by PC Tools) that COMCTL32.dll was behaving superstitious and ranked it at the second highest threat level.

I killed it and putted it in quarantine. Then I restarted my computer as ThreatFire recommended. When my computer was to start again I was only
meet by a black screen and error messages that said that LoginUI.exe couldn't start.

I have found a new COMCTL32.dll and downloaded it on a USB, but I don't know how to upload it to my laptop as I can't even start it in safemode. I'm able to use USB and CD/DVD.

So what I need help with is:
  • Reinstall the .dll to my laptop
OR
  • *Another solution to the problem
