Optiarc Dvd Won't read DVD but reads CD. WHY?

I have a Optiarc DVD RW player in my Sony Vaio labtop. Its fairly new, had it less than 2 yrs and the DVD Player won't read DVD's. It'll read some game DVD's but hardly any. It'll read DVD movies but only plays the Audio not the video. Im running on Vista, which I am disgusted by but don't know how to down grade to the better 2000 or something else. Are these two related and if not how do I fix my problem?
