WISE Programs won't install

Hi. I hope someone can help me with this one. I have an ASUS AV78X-X motherboard with an Athlon XP 2600 processor. Since I first installed windows, opening notepad.exe freezes the system, but that's not my main concern. The problem is that after formatting my system not too long ago (because of some unstability problems), I can't install any software based on the WISE installation wizard. It just freezes and the CPU usage shoots up to 99%. What gives?
