I cut & paste a file from my desktop to a re-writable cd.
I did not burn it.
Its missing from my pc!

How do I go about recovering it?

The file just might be in the Windows CD burning folder:

Click on 'Computer' which shows the drives on your system.

Click in the address bar and delete the word 'Computer'

Type shell:CD Burning in the address bar

There should be nothing else in the address bar except shell:CD Burning

Press <Enter>

The folder containing any pending files for burning to a cd will open.

If it's not in there I'm afraid it's gone.

In future you should copy/paste not cut/paste in case something like this happens, then you'll be able to fall back on the original.
