Go to Control Panel > System and Security > System. On the left side click on the Advanced System Settings link. Under the System Protection Tab, there are two buttons at the bottom: Configure and Create. Click on Configure, and select Turn off System Protection.

That same area (Create) has the option to create a system restore point, which is what I assume you're trying to do.

Yes that is what I am attempting to do.

I'm in EST and I have to get up early to go to work.
When I turned off System Restore that deleted all Restore points.
I uninstalled the last Windows Update and then reinstalled it.
When I installed the Updates it created a restore point for me.
I'm still do not know why I could not create a restore point and I do not know if it will work now.
At least now I have a starting point where I know all is working.
We can continue to trouble shoot this weekend if that is alright. For now I going to get in between the sheets. It will be Saturday afternoon before I can continue with the issue.

Had to go into the office today; despite ever thing. Man what a day.
Could it be a security setting on the file? I had the laptop upgraded to Windows 7 at a small private computer shop in the area. Just trying to figure out why I keep getting "Access is denied". If this could be a possibility? How do I get the the file to reassign the security settings.
I mean, I really don't know; just trying to think of all possibilities.

FNP,
I meant to type in my last post. Could the main file for creating a restore point not be accessible due to security settings on the file? I had to ship the laptop to Toshiba to have a new modem installed. I have no idea what they could have done. Just trying to figure out why I keep getting "Access denied".
It will be Saturday the 26th before I can get back to this issue now.
