Losing VBA code when saving docm from a dotm

I have a macro enabled template (dotm) with some VBA code to populate combo boxes

Dbl click the dotm opens a document (VBA works at this point after enabling content)

SaveAs docm

Open the docm - the code has not been saved with the document.

What am I doing wrong please?
