cant get on the internet

dont know if this is the right spot to post this but anyway i am having problems getting on the internet i click on the IE icon and i only see the hour glass for about 2 secs than it goes away it is doing the samething on some of my other programs to such as my help and support button my search button and some others in the start menu looking for some help to find out what is going on
