hey i know this is a really common problem, but ive been through the other similair posts and nothing anybody can offer helps, and its really annoying that i cant change anything in control panel or open programmes properly

oh btw to everyone who has a similiar problem, heres a quick fix but not a permanent one, just right click the programme you want to open, click run as and leave it as running as yourself, just unclick "protect my computer from unauthorised programme activity" and it will start up without the "run with" window, doesnt work on the control panel though

EDIT: oh yeah my computer is a notebook so it doesnt have a cd drive
