can you forcibly enable toolbars on all IE windows?

recently i signed up for an online course to prepare for my mcsa certification. when i loaded the lesson i noticed it was one of those stupid menuless windows. what i am lookingfor is a way to force the menus to display on all IE windows regardless of whether or not they should be there. personally all i want is the command bar so i can use the send to one note option XD
