Cannot select Chinese as input language

I have Windows XP, Service pack 3

This seems to only be a problem on one user profile. I follow the normal Control Panel>Regional Language Option>Details>Add to try to select Chinese Simplified. That option is not listed under "Add input language." Neither is any other Asian language, even though I checked the "install East Asian" box.

Any help is greatly appreciated!
