System restore is off, cant turn back on

I have completed all the malware removal stuff and was running fine, then went to reinstall a printer. It wont install. I then found that system restore is of and I cannot turn it back on, in fact the tab is not even available in the my computer properties. Found out also that I cannot add/delete programs due to some failure with the installation utility.

I am not sure where to go now, any help would be appreciated.
