WININET. dll was not found. Computer can't start up.

I have no idea how this happened. SInce i don't remember Wininet.dll being infested by virus or being deleted.
Basically what happened is that after my computer starts up and reaches the welcome screen, a box popped up and says "this application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem."
I can't run internet explorer. My desktop doesn't appear. I dont know what to do here.
Can someone please help me? I would greatly appreciate it.

For your desktop not showing up, open task manager. Is explorer.exe there?

If it isn't, go to:

File > New task > explorer.exe

If it wasn't there, is it now?

thanks for the help but the same thing happens when i try to run explorer.exe
