Internet is connected but IE won't work

I have a issue with my IE browser my internet is connected but my browser will only work for a couple of mins before not working anymore. The only way it starts to work is if I reboot my computer or use it in safe mode. I've tried to I googled different resolutions to my problem and none have solved it I

-made sure proxy settings weren't enabled

-i used winsock

-tried to reset IE to default

-made sure norton antivirus wasn't installed


-Start, Run, CMD, OK to open a command prompt.

Reset WINSOCK entries to installation defaults: netsh winsock reset catalog

Reset TCP/IP stack to installation defaults. netsh int ip reset reset.log

Reboot the machine.

Go to control pannel and then administrative tools. Go to services and disable the IPSEC services. Then restart the system
If not then 1 of the services will more than likley be the problem.

Go into safe mode look at which services are running and write them down.

Restart in normal mode click start then run and type msconfig

In msconfig you can disable the services one by one.

Just check the services that you have wrote down and restart the computer.

Your computer will restart loading only those services (the same ones safe mode uses)

Check your internet if it works then you know that one of the unchecked services is causing the problem.




... I have tried all of these options and I don't know what else it could possible be any help would be appreciated!

I have Windows XP, IE 8, and firefox does not work either
