Dell 1501 wont boot !

I have a dell inpiron 1501 and it wont boot up. It comes on and gets to the screen where it says hit F2 or F12 and loads up about 70% and just locks up. I put a new hard drive in it and it still the same thing. It let me hit F12 once but then it woudlnt boot from the restore disk I had in it. What is going on here ?

The restore disk will not work with your new HDD as the information
on the disk is only relevant to the hardware it was originally bundled
with, it will not be universal like some are, you need something like this

I would recommend formatting the new HDD & installing a fresh OS on it.
You may also have to clear the CMOS to restore the factory settings
