Personally I think when, even if you manage this, you will then get another message as Windows fails to load.

You will need a program to burn the CD which is an ISO image. Do you have this.

I have not yet clicked on the link for the recovery console disk image... not sure if my computer here at work has that ability to burn the CD. That's not the same as copying it to a CD-RW disk is it?
One of the error messages I got was Primary Master Hard Disk S.M.A.R.T Status Bad - does that mean my hard disk is bad and repairing Windows XP won't work?

This will be done from the Recovery Console. You will need it later.
Dealing first with the hdd error SMART, this provides early warning of disk failure. It could be surface errors, or using SMART it could be a bearing failure etc. (Overheating or shocks is a prime cause of this failure)
There is no way of knowing at the moment if the disc has failed or will fail imminently.
Back up all your data if possible, using this disk as a slave disk and then you can at least save your personal files.

The Microsoft support link was of help, if you had read it, as it tells you in detail how to replace that system32 file.

Further to the above here is the link for UBCD. This will more than likely boot your computer and allow you to make a backup of the files you need or an image to an external hard drive or flash pen for just your personal data.

The file I386\L_intl.nlf could not be loaded. The error code is 7
CAUSE
This behavior can occur if either one of the following conditions is true:
* There are incorrect settings in the computer's basic input/output system (BIOS) configuration.
-or-
* One or more of the random access memory (RAM) modules that is installed on the computer is faulty.
Presuming that you have not altered the BIOS settings, have a look at the ram and if you have two sticks of ram, take one out from the second slot. If that does not work, take the one from the first slot and replace it with the one from the second slot.
There is a chance that it is the ram and not the hard disk.
Please do not hesitate to ask if you need more guidance.
