Windows 7 no icons on desktop at bootup

Built a computer recently. Windows 7 homepremium OEM disk.

The computer runs great when it runs but on reboot have major issue. It goes through startup routine then desktop opens to the background picture no icons come up, no mouse control, keyboard will not work, just freezes up. This computer ran great for several days. I have read up a bit on some people having problems with windows themes doing something similiar to them. I have run in safe mode performed chkdsk and will boot up fine one time. Next reboot problem happens again. Read that people with similiar issue have to change desktop theme to win 7 basic. Any help with this issue greatly appreciated!

27 inch HP monitor
Ati 5670 HD card
750 watt power supply
