Until someone who knows LCD monitors comes along to help I
would suggest you try shining a flashlight into the monitor
whilst it is on to see if there are any images in the background,
if there is it may suggest the inverter/backlight has gone and
needs replacing, apart from this a loose internal connection.
Below is a link for you to look at for guidance until then.

And FYI - LCD monitors don't use refresh rates. This is because with LCDs the pixel, which consists of LEDs, is set on and stays set on until told to turn off, or change color - and this is dependent on the "sample rate" not refresh rate. LEDs don't fade, they have two states and are either on, or off, hence "DI"ode. Refresh rates apply to CRT monitors that use phosphorus coatings on the inside of the screens. Phosphorus glows when "excited" by the electrons fired by the red, green, and/or blue guns, but immediately begins to fade rapidly once the gun trace moves on. So it needs to be refreshed over and over again. The electronics in LCD monitors generally ignores any changes you make to the refresh rate.

Thanks for the reply. I think the inverter/backlight problem could be right. I tried a flashlight with no luck, but when I had some sunlight on it, and looked closely, I could faintly see some of the stuff on the screen, but it's weird, because when I turn off the monitor and turn it back on, it works PERFECT for about 3 seconds, then goes black like that again.Hi Saizu sorry to hear you are having this issue.

SOLUTION FOUND
Hi folks,
I had this problem with my Videosonic VE170b monitor: after boot, monitor comes on for just about 1-2 seconds then goes
to black.
Hitting one of the buttons on the monitor (I think auto-adjust) would bring the monitor back again, but for only the same 1-2
seconds. Repeat hitting the monitor button would again bring it back, but only for 1-2 seconds.
SOLUTION: Mine was solved by changing the display color quality from high (32-bit) to medium (16-bit).
(YES, I had to repeatedly hit the monitor button and quickly move the mouse to do these steps, which was quite
challenging)
ALT-CLICK on a blank spot of the desktop; from the dropdown menu, choose PROPERTIES.
Click on the SETTINGS tab, where you'll see COLOR QUALITY dropdown box. Mine was set to High (32-bit).
I clicked on the dropdown arrow and chose MEDIUM (16-bit), and this solved my problem.
Hope it solves yours!
