Cannot open the License Mgr on Windows 2000 Domain Server

I'm working on a client's Domain Server running Windows 2000 Server. Its a Dell PE (old). Part of the job is to add all the current workstations to the domain for authentication. I'm able to add users and add computers but I started getting licensing errors when trying to open mapped drives: basically there were no more licenses available to map the drive for the users. OK, so I go to the Control Panel and click on Licenses but I get an error stating that I need to use Licensing Manager in Small Business Server to access the licenses. Problem: Small Business Server is nowhere to be found on this server. Its not in the Programs menu, Services, or even in the registry as far as I could tell. I just cannot open the Licensing to adjust, or even add licenses. Has ANYONE ever seen anything like this? Sadly, whoever installed this server years ago is no longer around and there's no documentation, thus the reason I was called in.

I'm at a loss as to how to get this to work. Any suggestions are welcomed. BTW, sorry I don't have hte exact error message but I'm not in the office right now.
