enlarging space on "c" drive by adding from "D"

I keep getting low disk space message no matter how many files I delete. The "C" drive only has a total of 13 gigs but my "D" drive has 32 of which 27 are available and free. If I remove everything from that partition and move it to another partition can I then do something to enlarge the existing size of the "C" drive by either using all the space from the "D" drive or most of it by making some type of change in the way the partition is set up without messing everything up and creating a big mess ??? If so , how do I go about doing this ? Any help would be greatly appreciated , Mr Willy T
