Need help! Iternet blocking, all-resistant trojan!

As far as I know, this trojan is unbeliveable. My computer began malfunctioning a while ago. First of all, different pop-ups started to appear. But more importantly, my internet broadband connection wouldn't work. When I connect to a site, Explorer goes "Web site found..." but nothing else happens. There's nothing wrong with the hardware though, since networking is still functional, and my ISP provider can PING my computer.
Well, here's the freaky part: After having tried other alternatives (Anti virus software etc.) I formatted my hard drive and reinstalled Windows XP. Increadibly enough, the problem remained. No internet connection but still fake windows pop-ups. I have tried WinSock with no luck, as well as almost any spyware/antivirus product out there (although I can't update any program since I haven't got direct internet access).
What can I do? Any ideas?
