I suggest that you start a new topic in the Malware Removal and Spyware Removal area.

Before you start a new topic click on this link --> Malware and Spyware Cleaning Guide, Please read before starting a new topic. This will give you a few preparations to make, as well as instruction for posting your OTListIt2 log.

If you are still having problems after being given a clean bill of health from the malware expert, then please return to THIS thread and we will pursue other options to help you solve your current problem(s).

It is not uncommon for older CRT monitors with bultt-in speakers to act as radio receivers when the atmospheric conditions are correct, typically after dark. I've heard it myself.
Apparently anything with metal in it is possible, under the right circumstances, to become a radio receiver/transmitter/relay. One forum post I read says the even metal tooth fillings or bed springs are capable of doing this.

This may explain the odd radio noise after dark, though it won't explain the TV programmes. I can only presume a pop-up or a vocal internet advert.
