I ran chkdisk and tried this command again. During chkdisk, these were recovered. And now this happens instead. Not sure if this helps.

C:\Windows.old>rmdir /s /q windows
windows\System32\config\SECURITY.LOG2 - Access is denied.
windows\System32\config\SOFTWARE - Access is denied.
windows\System32\config\SOFTWARE.LOG - Access is denied.
windows\System32\config\SOFTWARE.LOG1 - Access is denied.
windows\System32\config\SOFTWARE.LOG2 - Access is denied.
windows\System32\config\SYSTEM - Access is denied.
windows\System32\config\SYSTEM.LOG - Access is denied.
windows\System32\config\SYSTEM.LOG1 - Access is denied.
windows\System32\config\SYSTEM.LOG2 - Access is denied.
windows\System32\config\SYSTEM~1 - Access is denied.
windows\System32\config\TxR - Access is denied.

Actually, after using chkdisk tool, I was able to remove windows.old simply by right-click and delete. Problem solved!

I'm not sure the reasons behind it...and would like to know why it happened.

*As I said above, I was thinking maybe an interlink with my current windows. That's when I thought about using chkdisk. What do you think?

Well, it doesn't matter. As long as it's fixed. Now I can access c: drive with no performance failure. Might as well backup my documents in c: drive before another failure happens.

Thanks Broni for all your time and efforts.
