Windows 7 loading up problems. When I log on windows 7 sometimes 2 mes

I am using windows 7. When it's loading up sometimes there is a problem, and then I have to log off and log on again. There are 2 messages appears and telling me this when I log on:
(first message)Location is not available
C:\windows\system32\config\systemprofile\Desktop is not accessible
Access is denied


(second message) Desktop Gadgets
Settings.ini is being used by another process. Close the other program and then click Retry, or click cancel to exit.

I did back up my files occassionally and still happens often, and don't know why I always get this when I log on. Have I done anything wrong? Can someone please help me fix it and avoid this problem? This is not only once a week, it happens a few times everyday.
