Help with Sims 3 please?

Hi, my Sims 3 game has always run slowly in build mode and buy mode, and i thought this was normal. As in, taking about one minute to change the color of things. Upon playing this game on other computers, I realized the speed of my game compared to others is about as equal to a dying turtle's speed compared to a cheetah on a sugar high. I checked my system requirements; (windows XP) 2.70 GHz, 3.25 GB RAM, 166.03 Free space on hard drive, and ATI catalyst video card (i believe). Whats making my game run slowly?
