A disk read error occured press Ctrl+Alt+Del to restart

My son was using my laptop, it powered off, so he plugged in and restarted it, then he said the disk recovery manager came up, he clicked recovery, it started doing disk recovery, asked for new user name etc etc, then got a black screen with the message "A disk read error occurred press Ctrl+Alt+Del to restart". We try pressing Ctrl+Alt+Del but nothing happens, we cannot even type anything in at command prompt.
We tried running the system recovery disks that came with the laptop, the cd drive tries to run it, but nothing happens.
Can anyone help or give suggestions with this problem, all help would be greatly appreciated.
